Issue Description: 
SC2000 will fail Power-On Self-Test (POST) in extended mode with FDDI 5.0
SBus controllers installed with an unexpected data_access_exception error
which could cause the system to Watchdog Reset.

An example of this error is;

During a Power-On Self-Test (POST), the SC2000 platform is unable to
make bus accesses.  It was found that the SC2000, and possibly the
SS1000, hold the SBus in a reset mode while the host accesses the bus.
The FDDI adapter drives some bus signals during this time, causing
conflicts on the bus.  THIS FAILURE MODE HAS NOT BEEN EXPERIENCED ON
ANY OTHER PLATFORM OTHER THAN THE SC2000.

The fix, new firmware for the FDDI 5.0 DAS/SAS cards, was released on
March 16, 1999 via ECO# WO_14662 which allows Enterprise Services to dash
roll both the 370-3142 and 370-3143 from -01 to -02.  This fix was made
available in Enterprise Services via LEAP 1043 released on July 16, 1999.
The LEAP allows the 370-3142-02 and 370-3143-02 to be reworked and
remarked as 370-4045-01 and 370-4046-01.

Manufacturing plans to begin shipping the 370-4045-01 and 370-4046-01
boards on January 1, 2000.

Warranty: Sun will provide parts at no charge under Warranty 
           Service. On-Site Labor Rates are based on how the
           system was initially installed.

 Contract: Sun will provide parts at no charge. On-Site Labor Rates
           are based on the type of service contract.

 Non Contract: Sun will provide parts at no charge. Installation by
               Sun is available based on the On-Site Labor Rates 
               defined in the Price List.

i)   In case of Mandatory FCOs, Enterprise Services will attempt to contact
      all known customers to recommend the part upgrade.

ii)  For controlled proactive swap FCOs, Enterprise Services mission critical
     support teams will initiate proactive swap efforts for their respective 
     accounts, as required.

iii) For Replace upon Failure FCOs, Enterprise Services partners will implement 
     the necessary corrective actions as and when they are required.
