Issue Description: 
Degraded Netra t1400/1405 system cooling could result in "low fan speed" alarms
and possible system errors.  A failing fan might result in alarms for either of
the two system cooling fans.  These fans are redundant so the loss of one fan
does not cause other issues.

Root cause has determined that the current fans may have shorter than expected
life due to heating of voltage regulator components in the fan motor.  The
voltage regulators protect themselves from over heating by reducing the current
delivered to the fan motor.  Continuous operation at their upper temperature
limit causes the voltage regulators to fail in a low current state.  This results
in the fan operating at a lower than acceptable speed.  The internal heating of
the regulators is highest at normal room temperatures when the fans are operating
at their lowest speed.

Manufacturing has qualified a second source for these fans and has dash rolled
the FRU/CRU part number to reflect this change.  Thes replacement fan uses
digital control of the motor drive to regulate speed.  This is more efficient
and eliminates the need for a voltage regulator.

Corrective action was made available by Sun manfacturing via ECO# WO_27578
released October 20, 2003.

Special Considerations: 
All TZ GEOs are ready to implement this FCO except for APAC and Japan.
APAC and Japan will be materially ready to support this FCO:

   APAC/Japan    End of August, 2004

This FCO authorizes the replacement of both system fans only when
one has failed.  Multiple issues with this fan at one customer site
should be escalated to ensure proper handling of customer situation.
Corrective Action: 
Upon failure replace BOTH system fans as follows:

   - replace 370-3976-02 (or less) with 370-3976-03 (or above)

Warranty: Sun will provide parts at no charge under Warranty
           Service. On-Site Labor Rates are based on how the
           system was initially installed.

 Contract: Sun will provide parts at no charge. On-Site Labor Rates
           are based on the type of service contract.

 Non Contract: Sun will provide parts at no charge. Installation by
               Sun is available based on the On-Site Labor Rates
               defined in the Price List.

     the necessary corrective actions as and when they are required.
