Issue Description: 
Adapter boards capable of 66MHz operation may only run at 33MHz when
installed into 66MHz PCI I/O slots on Sun Fire 12K/15K platforms.
There is no impact to system performance or customer operations, as the
PCI Bus speed is not the critical factor in determining I/O speed for
this configuration.

This issue affects any Sun Fire 12K/15K system with 66MHz adapter
boards installed in 66MHz PCI I/O slots.  Two potentially affected
adapter boards are the Gigabit Ethernet (GBE/P) X1141A, and Sun
GigaSwift Ethernet MMF X1151A, which are both capable of operating at
66MHz.  An affected configuration would have either of these boards
installed in one of the lower slots (33/66MHz) of a Hot-swap PCI
(hsPCI) assembly.

When this issue occurs, there are no error messages or other symptoms
that the adapter boards are operating at 33MHz instead of 66MHz.  This
issue can only be identified by executing the 'prtdiag'(1M) command
from a domain login prompt.

Below is a sample output from the data returned by 'prtdiag'.  Note the
vertical column labeled "Max Bus Freq" which defines a particular slot
as being either 66MHz capable or 33MHz capable.  The actual current
speed of the slot is defined in the vertical column labeled "Bus Freq
MHz".  In this example, the PCI slot A ( /IO10/C3V0 ) is occupied by an
X1141A adapter, a device capable of running at 66MHz.  Note that the
output indicates it is running at 33MHz.

This issue occurs because the hsPCI assembly does not accurately
determine the speed of the PCI adapter and sets it to 33MHz.  This
does not affect most cards since the throughput of the device is
limited by the I/O controller ASIC (Schizo chip) residing on the hsPCI
Assembly (I/O boat).  The speed of the PCI bus has no affect on the
performance of the PCI adapters.

Engineering is in the process of designing and qualifying a new I/O
cassette which will accurately determine the appropriate bus speed for
the card.  The new cassette will be phased in on new systems when it
becomes available.  There will not be an FCO issued for existing
customers due to the low impact of this problem.  Any exceptions will
be handled on a case-by-case basis through the normal escalation
process.

Corrective Action: 
The following recommendation is provided as a guideline for authorized
Sun Services Field Representatives who may encounter the above
mentioned problem.

If it is determined that 66MHz capable PCI adapter boards are running
at 33MHz in Sun Fire 12K/15K systems, no customer impact is expected
and no action should be taken.  Any exceptions should be handled
through the normal CPRE escalation process.

Implementation Footnote: 
i)   In case of MANDATORY FINs, Sun Services will attempt to contact   
     all affected customers to recommend implementation of the FIN. 
   
ii)  For CONTROLLED PROACTIVE FINs, Sun Services mission critical    
     support teams will recommend implementation of the FIN  (to their  
     respective accounts), at the convenience of the customer. 

iii) For REACTIVE FINs, Sun Services will implement the FIN as the   
     need arises.
