Solution

Resolution
"Turn on" the FC/SCSI interface in the "Select Active Cell" menu.
After installing an SL3000 in a FC/SCSI environment, the ISV software was unable to configure the library but saw the library and the drive data paths.  The CSE had inadvertently forgot to configure the SL3000 for "FC-SCSI Interface" in the "Select Active Cells" SLC menu.  The default interface for an SL3000 is HLI (ethernet ACSLS/HSC).

When the SL3000 is left in the default configuration of "HLI" the FC/SCSI interface still responds with NOT READY, LOGICAL UNIT ACCESS NOT AUTHORIZED, sense (02h,74h,71h) to all commands except inquiry.  So the device is only partially enabled.

The next code release will prohibit the SL3000 from responding in this manner if the interface is not fully enabled.
